This is where it gets tricky. I prefer "not' to use GRUB to choose which
device to boot.
For me it is simpler to insert the USB Flash and boot to it or remove it
to boot to the PC.
GRUB has an unusual quirk where it looks for the USB device before
presenting the boot
menu. If you do not have the USB device connected you will get the GRUB
21 error.
I have seen many forum posts about this issue, but have not experienced
it personally.
