There are "Voice" modems, in fact, I have at least two of them. They have been
used to provide an answering machine when used with the appropriate software.
Could also be used as an auto-dialer to place calls for someone with an
appropriate headset.
I seem to recall that the software would record both sides of a conversation
if both the modem and a person answered a call.
The vgetty "side" of mgetty could be configured to act as a voicemail/fax
receiver. I never bothered to make that work back in ancient history, the
MacOS application we had was working well enough at the time.

They can definitely be used to sample incoming voice and encode outgoing sound
from a file (for prompts, remote message retrieval, etc.).
I would presume the appropriate software would allow you to "open the modem"
and record whatever was happening on the line at that moment.
