Diacriticals need not be specified in OpenOffice, but in the keyboard
character set. 

In FC3, it is Applications->(Preferences?)->Keyboard. Then select US
English/w deadkeys.

I think it's Preferences.

FC3's deadkeys are a little awkward compared to MS's, but they allow ALL
diacriticals including Slavic (Slovak, Czech, etc). Well maybe not all,
not sure of that. 

You type the accent character, like " for example, then the letter to be
accented. Thus " and o become ö (o umlaut). If you really mean the
quote, then follow it with a space. MS is a little different.
