Not real sure, but think you'd have to add  additional language
support for  your version of openoffice, and I don't know anything
about that for sure, I'm [pretty much] English only.
(I'm assuming you've installed just the English version of OpenOffice)

I know this is not what you asked, but - [FYI] -  I sometimes use
accent characters for Spanish     áéíóú¿¡üñ     and you [alternately]
can just save these and cut-n-paste as needed,

Again, I know this is not what you asked, but: 
There's also the "Secial Character" menu, 
Insert --> Special Characters
but you probably already knew about that too,  just FYI
