You'll have to supply more information, such as what type of "modem". 
ie. ISA or PCI, brand, chipset, etc.

If it's a "software modem", you'll need to download and install drivers. 
See: http://www.linmodems.org/

If it's a PCI modem, you'll derive information from command:
lspci

If it's a hardware modem, you should have no problems.  Maybe it just 
needs to be reset. You could use minicom to communicate with the modem, 
for testing and such.

ATZ  is the command to reset the modem, and / or basic initialization

ATDT ###-###-####      will dial a specified

ATH  = hang up

ATA  = answer

( These are basic Hayes compatible modem commands  but will work with 
most modems, whether they are real modems or just "win modems" or 
"software modems")

compiling your own drivers, see: http://www.linuxant.com/company/
( I understand they have good luck with these drivers, but have yet to 
try it myself )
