How did you upgrade
are you using rpms or tars from Netscape?
is it the glibc/libc6 version

on RH type systems(maybe others) when you run "netscape" you actually call a script that performs a couple cleanup tasks in addition
to always adding the location of the RedHat Install page(on your hard drive)
that is why that will alway load quickly,unless you edit the script ( found with " which netscape" as netscape user)
