It is a no longer supported OS. You won’t get support even if you go buy a license.  If you are using it for a lab you should be fine. MS used to offer all their OSs for download as an ISO for labs. 

Google for it. Archive.org has it available.

There are many ISO and license on archive.org 

There are other options. How about this one: https://github.com/felixrieseberg/windows95

Microsoft does not support. I don’t see MS hunting anyone down for a copy of Windows 95. A 30 year old OS. 

If your personal morals keep you from these options , and I can understand why it might, your only other option is eBay or similar.
