Look at cygwin's sshd.  I looked into this some time back and, at the time, there weren't many free Windows-based ssh offerings available.  That could have changed.

We have an old Linux FTP server that is long overdue replacement.
Unfortunately, our corporate IT folks are replacing it with a Windows
2008 Server box running some kind of Windows FTP server on it.  I've
got about 40 shell scripts that send big files to the server every
day.  I've been using scp with shared keys so no password is needed
and it works great.  Any ideas on what to use that is as easy to set
up and doesn't need passwords in the scripts I can get to work with
the Windows FTP server?
