The 'man' page for audacity says:

     "Audacity is an interactive, graphical editor,  not  a 
batch-processing
       tool.   There  are no options that make it easy to perform an
operation
       on a set of files.  If you need to batch-process  audio  or  do 
simple
       edits from the command line, use sox."

So how about 'sox'?  It can certainly read MP3 and write WAV - and it
has a reasonable set of effects you can apply.  Sox is installed as a
standard tool on most Linux distro's...so you may not have to download
anything.
