Had similar problems on a large document until I finally gave up on it and
just did it in LaTeX. I was told that Tools > Outline had better
compatibility with MS Word. Give that a try on a section with bullets.
Spacing issues can also be caused by fonts. If you go to Tools > Options >
OpenOffice.org > Fonts and enable "apply replacement table" then you can
change the bullet symbols. If I remember correctly, that fixed my problem.
