Oh yes I ran nvidia-xconfig right off the bat but the xorg.conf file
didn't help much at all, I could only get 640x480 and modifying it
didn't seem to pan out either. I tried a couple times specifying
1366x768 and just came up with a black screen.
The documentation that came with the Vizio 19 is minimal but
specifies a screen size of 1366x768 [and nothing more] and that is
what I was going by, but it just doesn't seem to load up properly with
that screen size, (just goes to black screen).

I intend to experiment with it more as time permits. I'll probably go
back to the xorg.conf file that nvidia-xconfig generated and try
"1280x720" and maybe some other options just to see what works and
what does not. I can always generate a new one and start over.

I'm thinking there may be something about this particular monitor that
doesn't play well with xorg or hal's hardware recognition, because it
seems that the latest versions of xorg and hal do a pretty good job on
with most other hardware.
