I'd say (conservatively) that 30-50% of the functionality of KDE3
is NOT in KDE4.  From power mgmt, to even Konqueror behavior, to
desktop device icons, etc.... etc...  and NetworkManager... well...
I guess I can't say anything... it still doesn't work right...
never has.
