I looked into this a couple years ago
My cellco told me I had to buy a cable to use my phone as a wireless
connection for my lappy.

It is a bluetooth device so looked on the mfg site (Nokia) and they
had drivers and apps to do it BT.
I did not need the cable It worked great wire free and purchase free,
but since I am not paying for unlimited data I havent used it beyond
the one test session 2 yrs ago.
0.10 per kilobyte would add up fast. (price may have changed, I dont know)

Even before the outsourcing epidemic, CSR's were limited by their scripts.
So it pays to go to the source when the middle man says no.
