Right click on the taskbar, Configure Panel -> Appearance... you'll
see the options at the top.

Ouch... I think you just said the KDE 4 word. You may have to
forget anything else I mentioned here. KDE 4 is a work in progress.
It doesn't come anywhere near to supporting everything that KDE 3 does
today... but sadly, all work on KDE 3 has stopped (so eventually
we'll all have to use KDE 4, like it or not... even if it's still
baking).
KDE 4 is meant to be NON Windows like (the main reason why Gnome
fanboys dismiss KDE is it's Windows look and feel). Going from
KDE 4 back to KDE 3 is not necessarily easy.

If sax2 didn't detect your monitor correctly, you can choose (override)
a different monitor (there are generic ones with Hz levels).
Also, if you can run krandrtray, you may be able to select this on the fly.
Right click on the Resize & Rotate tool in your systray and see if there
is something under Refresh Rate to choose from. If not, you'll have
to go back to sax2 and make changes there.
