I don't think the requirement that /etc be on the / partition is an Ubuntu limitation, rather it is a requirement of LINUX. During the boot process there are many config files  that need to be read for the system to come up. Most importantly in this case is /etc/fstab. fstab  (File System TABle) tells where the other partitions are and how and where to mount them. If /etc were it's own random partition, how would it get found?
