I'm wondering if I'm missing something here, you just want an icon to 
launch an xterm?  If so then right-click on the desktop, select 'Create 
New' followed by 'File' then 'Link to Application'.  On the Application 
tab key in

xterm

in the 'Command' area and then click OK.  If you don't like the icon it 
uses then click on that icon under the 'General' tab and pick something 
else.  While there change the default 'Link to Application' to something 
more descriptive.
