Not to get you sidetracked, but there is a virtual server hosting 
project http://www.ispconfig.org that will allow you to host multiple 
sites on a single box while allowing a chjailed ssh access for each 
site.  True, each user doesn't have their own virtual machine..but on 
the chance that the solution is appealing, I thought I'd throw it out there.
