The directory /etc/nagios does not exist (should it? documentation does 
not indicate such).  The nagios.cfg file is located in the 
/usr/local/nagios/etc directory.  Within that directory the nagios.cfg 
file the nagios_user=nagios and nagios_group=nagios are specified. 
Within the ../etc/htpasswd.user I have each user and encrypted password.

For testing purposes, I just copied the /usr/local/nagios directory to 
/etc.  That had no effect.  No effect even after restarting nagios.

I am still having the problem and confused.
