In Fedora / RH, look at the /etc/sysconfig/network-scripts/ifcfg-ethX 
file.  The new format specifies the MAC address, which is in conformance 
to requirements for IPv6.  Knowing the MAC address will allow the system 
to designate a specific card.  If you need to change cards, the (GUI) 
will not allow you to disable the card, as the MAC address does not 
match, you will have to use the command "ifconfig ethX down".

I was wondering if anyone knew how to force the second
of a pair of ethernet cards to eth0 every time in SUSE
Linux.
This card will always be a 3Com network card.
