I have an obsolete webpad with WinCE and want to put Linux on it. problem is that it only has USB ports and no serial port. the devices board is has a Intel StrongArm SA-1110 processor witch i understand will run Linux. Is it possible to install Linux via USB cable?

Normally, if you boot from the USB device, you can install from it. Do
a search on booting from USB and make a small live thumb drive just to
see if you can boot it. If you can, then you should be in business.
Just get some small distro you can put the install package on a bootable
thumb drive.
