there is an extension for firefox 2.x (not sure about the 1.x series)
that allows locking down user access to firefox controls.  i don't
remember what the name is and don't know if it would control erasing
histories or not, but i think this may be the closest to what you
indicate you are searching for; it seems to have had an office
environment in mind.  you'll have to search through all the extensions
to find it, i'm afraid.
