On my Novell SuSE Linux 10.0 on AMD 32 javaws is there.
I did a "whereis javaws" and got---

"javaws: /usr/share/javaws /usr/share/man/man1/javaws.1.gz"

There are a bunch of files in "/usr/share/javaws" including a "javaws.jar".

I did a "man -k javaws" and got---

javaws-java-1.4.2-sun (1) - Java Web Start command launcher
javaws (1)           - Java Web Start command launcher

I did a "man javaws" and got a help page.

"rpm -qa | grep -i javaws" did not find anything.
YaST2 did not find anything.

The "/usr/share/javaws/readme.html" states---

"Installation Instructions
Java Web Start is installed with the SDK/JRE. For installation
instructions, follow the standard installation instructions for the
SDK/JRE you are installing."

It looks like if you have the SDK/JRE Java installed you should have JavaWS.
