It could be an honest mistake.
He may be confusing the EXTERNAL IP of the gateway/router link with the
INTERNAL IP.
The ISP may be configured with a point to point link between their router
and the CPE (Customer Premises Equipment) gateway/router. For convenience
(management), they may be assigning IP addresses to that link using a /24
that they've subdivided into /30s.
Their router would then be configured with TWO routes down that pipe, one to
the customer's IP block (66.x.x.x) and one to the management /30.
What you need is the IP address of the CPE gateway/router's INTERNAL
interface, which will be within the customer's IP block.

It could be, but it took over a week to get this config in the first place
and he has not reponded to my report that the config was wrong in over 2
days. That does not denote someone that knows what they are doing. It
should not take that long to get an IP address assignment!
