I don't have a Fedora system, but you should find ifconfig in /usr/sbin.

FWIW, I agree with Jay, your onboard NIC is gone.  Go buy a PCI NIC and 
be happy that's all the damage you took.  I took a "near-hit" best as I 
can tell a couple of years ago.  The surge came in thru my DSL cable.  
Every box on the network took damage.  Two computers and my wireless 
access point were a total loss, as was a switch and my DSL system (I 
have wireless DSL).  The third computer's onboard NIC and video died, 
but the rest of the system survived -- miracously!  It was a great 
excuse to upgrade. :-)

BTW, that "third computer" just got put back into use as a "backup 
server" with a PCI NIC in it. :-)
