I typically use the "jigdo" method as describe at http://www.debian.org/CD

I recently used it to download the DVD 1 image. One of the "good things" 
about the jigdo method is that it only downloads the parts of the image 
that you do not already have. If you have a recently downloaded version, 
you can use jigdo to build a new image pretty quickly.
