Howdy,
  Hopefully, it will be a config error.  That is probably the most
common cause.  If that does not yield results, there are two other
things to consider. 
 1. The PS2 mouse port could be turned off in the BIOS.
 2. The PS2 mouse port could be dead.  I have a Dell GX1 where the mouse
port died and I switched to a USB mouse.
