The recommended procedure is to use one or both nameservers from
inside your network or your ISP's network, it would be faster if they
were inside your network [theoretically]. That's why I say to go with
what your ISP recommends.
Theory: Given the fact that you have greater bandwidth inside your
network or your ISP's network, domain name resolution done inside the
network = less traffic to and from the outside [overall] and fewer
hops to do it = faster resolution and faster overall service.
