I'm not familiar with RedHat, but should your calculations include the
cost of bandwidth? If there are separate packages for different locales
(as there are for some Debian packages), then having unwanted locales
installed means having to do unwanted downloads when you upgrade.
Bandwith is still a precious commodity for most home users.
