Fresh Debian install.

apt-get install mgetty ppp

All well and good.   /etc/inittab is set up properly.

According to Debian's documented config files, any user (other than root 
and a few others) with a valid shell account should now be able to call 
in and establish a ppp connections using their username/password from 
/etc/passwd.  When I dial with my Windows 98 or Windows 2000 boxes the 
modem picks up, it waits a few seconds, and then disconnects because the 
connection can't be established.  There is no useful info in the mgetty 
or system logs, no matter what debug level I set mgetty to.

I need to be able to do this on a stock Debian box.  Why won't it work?  
Google hasn't turned up anything other than what I've already done.  Can 
someone nudge me in the right direction?
