To start, most registrars do not lock domains by default, and you must
explicitly enable locking.  I use OpenSRS and I explicitly lock my
domains.  This means only myself and myself alone (or my designated
administrative/support contacts) can change my registrar and other
details.  Sounds like ICANN is just changing its default policy to be
uniform with most established registrars it recognizes.  In general,
explicitly locking your domain is a Good Idea(TM), because then it
doesn't depend on the default policy of ICANN and/or your registrar.

BTW, I assume this message was originally HTML?  If so, did the actual
URL link in the underlying HTML code match the URL listed?  If it did
not, then it's probably a phishing thing.  Regardless of the reality of
any ICANN announcement, you _never_ want to trust HTML send via e-mail. 
I.e., should probably _never_ click on a link sent via e-mail that goes
to a site that ultimately requires a login.  You should _always_ and
_manually_ type in a _pre-known_ address in your browser where you would
normally login.
