Sure, you set up mgetty to answer calls coming in on the  modem. Once
answered, mgetty hands things off to pppd. Pppd does all the user
authentication stuff and if successful, brings up a ppp connection. Once
ppp is up, your connecting computer has a local ip address and can reach
recources on your network including ssh, ftp, etc.

Do a google for 'mgetty ppp dial in' for your choice of howto's and
docs.
