Look at last line in /etc/cupsd.conf  If it says something like,

Listen 192.168.1.?:631
or something ....
Listen ###.#.#.#:631

Well whatever, just get rid of it and you'll probably be back up and 
running again.

I don't know what's wrong, but I think redhat-config-printer does 
something wrong to the config file somethimes, and well, other than that 
I just don't know.
