In the case of my son-in-law it was both.  You could not bring in a
system to use on the employers network, nor could you use any machine
other than what they assigned you at home.  And yes, they did know when
someone tried to do this.  For him it was a matter of security,
industrial, corporate, and government.  If he tried to use his system at
home for work use, he could not log on.  If he tried to use his work
assigned system for other than work use (Which he did try once), he was
warned that if he did so again he would be fired.  It seems the systems
were fitted out with key-loggers and other things which phoned home to
momma when he logged in from home.
