artsd is my first suspicion as well, especially as the problem 
goes away on login/re-YaST/logout.  Probably artsd gets killed 
when the sound driver gets removed and reinstalled, but then 
artsd gets started next time you start KDE.

As for the system that *doesn't* have this problem...I suspect 
the problem-free machine has a sound card that supports multiple 
PCM streams at once (like an SBLive/EMU10K1), while the other 
machine's sound card only supports one PCM stream at a time.  
artsd will hog at least one PCM stream.

I would try one of the available arts output plugins for XMMS.  
Or set artsd not to start automatically.
