That seems very unlikely.

I suspect you are hearing people talk about 'The GIMP' (www.gimp.org) which is pretty
similar to Photoshop in interface and capabilities.  (but definitely not reverse
engineered from it - it's an entirely original project with some significant operational
differences).

GIMP is free under GPL...and probably already installed if you have one of the standard
distro's and you selected the default installation options.  Just type 'gimp' at the
command prompt and see if it works.
