Well.. I know that RH9 and RHAS 3 both try to use
some very flawed routines for determining "link".

IMHO, if you're going DHCP, you should just try the
interface rather than skipping it because you "think"
you can't estabish link.

Try running the dhcp client directly.  They may
still be using dhclient... otherwise try dhcpcd.
See if that works.
