No - I believe you can build a version of GCC to cross-compile for
Windoze whilst running under Linux.
I know *one* guy who did that - he is Curt Olson who runs (amongst other
things) the FlightGear (www.flightgear.org) open source flight simulator
project.
I know he used to build FlightGear loads to run under Windoze using
gcc under Linux without WINE or anything like that. Maybe he can help.
He's generally a very friendly and helpful chap - so a personal email
to him would probably save you a ton of effort.
I doubt he ever had to build a DLL - so there may be other problems
there.
In the end, the compiler itself is portable and has a back end for Windoze,
then you should be able to get it to run under Linux.
Probably the toughest part is getting all the Windoze header files
onto your Linux box legally. If you own a copy of Windoze, it's
probably no problem - but if you don't, it could be 'iffy'.
