I think the issue with ARP that you are thinking about has to do with the
ARP cache for static IPs and MAC addresses.

We have time clocks that are network enabled.  We will occassionally have
to swap out a clock due to hardware failure.  When we do, we have to flush
the arp cache to clear the IP/MAC address associations.  Once we do, then
the IP address routes past the router just fine.
