That either requires specialised equipment or a magnifying
glass and a VERY steady hand!
The way those chips are normally mounted is to glue them
onto the board in roughly the right place - then to use
a very hot heat gun to melt the solder on all of the legs
simultaneously. The surface tension of the solder pulls
the chip into precise alignment. It has to be done fast
though or you'll damage the chip.
