Sounds like you need to make sure that the Windows disk is optimized and
defragmented BEFORE running a partition program - many will 'slice' a
current partition into multiple smaller ones.

I've used the Xandros disk (because it includes a partitioner during the
installation - unfortunately part of the purchase cost - can't download).

FIPS is the old standard....
