It's the directory that all other related directories are below.  Like 
your home directory is the top level directory for your account.

So in this case

top level directory = /usr/java/jre1.3.1_02/

export NPX_PLUGIN_PATH="/usr/java/jre1.3.1_02/plugin/i386/ns4"

This is the first time I've heard that you needed to do an export to get 
java and Netscape to play together.  My system is linked in the Netscape 
plugin to the java runtime dir.  Do I need to change this?
