You can telnet to the router's IP address if:
1. You know the IP address
2. You know the telnet password or the password is blank

You can change the router's configuration (using 'enable' command)
assuming you know the password or there is none. Once in priv mode
you can change the router's config using Cisco IOS commands.

The router may have an embedded firewall. In this case you need to
change the access-list and/or NAT configurations.
