The GNU/GPL ''copy left'' license allows for any fee to be 
charged, but the source must be available to your 
customers, and you can't restrict what they do with it in 
any way, including if they start competing with you. You 
can sell this stuff for a million dollars (if you can find 
someone to pay you that much) and its perfectly legal, 
barring any patent/export issues that the transfer of 
technology may incur. 
 
However, many other 'open source' licenses don't allow for 
resale... If it's got a GNU license on it, the above 
applies, but if it's not GNU, then you have to read the 
fine print. Netscape/Mozilla's original opensource license 
did not allow for resale, but I think their latest version 
is different.
