When I had to last do this, 12-15 months ago, we used Thawte (www.thawte.com). 
  It was $100 for a 40bit and $300 for a 128bit.  They had a program (SPKI) 
that you spent $200 (or maybe $300) on to get certified, then the 128bit 
super-certs were $100 each and you could "issue" them yourself.

You might want to check them out.  The company certification process was a 
royal PITA!  Though to be fair, maybe I just had difficulties, but even my 
non-technical boss was amazed at what we had to go thru to get this done.
