Yes.  See an earlier message in this thread.  The analogy I used was a person 
hooking up a wire to the green cable box in their backyard, but not signing up 
for service.

I'm told snail mail *ALWAYS* gets attention; email may or may not receive 
attention.  FAXs are like mail, telephone calls somewhere inbetween.  Of 
course, that may be just for the representive I was reading about sometime 
back and others may view it differently, but I would suspect that's fairly 
average amongst representives (whether in Austin or Washington DC).
