xDSL and cable are both load sensitive.  Your actual CIR on a 144 may be 
as low as 32, if they will even tell you what it is.

ISDN is 64 and/or 128 up down all of the time.  You don't share a 
circuit with ISDN so your not sensitive to how many others are on the 
circuit at the same time.  ISDN is a little more $$$ than xDSL, but not 
much.  Just like xDSL, ISDN can share pots and data on a single twisted 
pair.
