That used to be a good rule, but its not entirely true any 
more.  

Browsing the modem aisle at Fryes revealed that about 3 out 
of 10 external modems are now ''win-modems'', and you have 
to read the fine-fine print on the back or bottom to spot 
them. External USB modems are commonly winmodems nowdays. 
If you see a 9/25 pin serial external.. thats a good sign 
it's got its own processor in it.
