Do you have your system's BIOS set to map the USB keyboard and mouse to
legacy?  I think many BIOSs have such settings which will get you beyond
that point.  If it's set that way already, perhaps turning it off will fix
it.  I don't know what is causing the problem, but sometimes turning things
on or off related to the problem will cure it without understanding the
cause.
