Not even to upgrade something that's otherwise inaccessible?
  They don't consider Linux running ipx to be an IPX desktop?

No, the network group will not allow more ipx desktops.

Can you not just install IPX drivers on the windows machine?
  Probably far less time consuming then bringing in another OS.

I need to connect some Windows clients ( 98, 2000, XP)  to a Netware 3.12
resource (which I cannot upgrade)
with out IPX. Can this be done with Linux ?
