If the question is how do I force the dhcp protocol to always give me a 
different
IP address, the answer is you can't.  At least you can't and still have
dhcp protocol.

Dhcp protocol is designed to give out IP addresses and will prefer
to hand out addresses previously assigned, but with short lease times
and a busy/full server, you may well get somewhat the behavior you
are seeking, but I would not count on it (if indeed you are looking
for something that switches your IP everytime you ask for one from
the server).
